PROGRAM:
As President Judge of the U.S. Federal Court, she is an outstanding example of fulfilling civic responsibilities not just as a Judge but as a citizen.

Although Yvette Kane must sentence violators of Federal crimes to prison, she takes on unique characteristics of helping them with successful re-entry.  She has established C.A.R.E Courts in Harrisburg, Scranton and Williamsport.  C.A.R.E is the acronym for Court Assisted Re-Entry and the purpose is to assist offenders in making a successful transition from life in Federal prison to life in the community.  The implicit goal is to reduce recidivism among participants and improve public safety through judicial oversight, to include: (1) reviewing offenders’ re-entry progress and problems; (2) ordering offenders to participate in various treatment and reintegration programs; (3) using drug and alcohol testing and other checks to monitor compliance; (4) applying graduated sanctions to offenders who do not comply with treatment requirements; and (5) providing modest incentive rewards for sustained clean drug tests and other positive behaviors. (Judge Kane often bakes cupcakes for C.A.R.E Court.) Judge Kane personally presides over the Harrisburg C.A.R.E Court as a volunteer. She is in the process of developing a mentoring partnership with the Rotary Club of Harrisburg as a further enhancement to C.A.R.E Court. (Attached is a brief but more detailed description of this innovative program.)

Yvette Kane is also a volunteer fund raiser with Channels Food Rescue which has a cooking school; many of the offenders who appear in her Court are successfully enrolled in the school and are able to obtain family-supporting employment after graduation.

Yvette Kane is also involved with the Woman’s Fund within The Foundation For Enhancing Communities.  This Fund raises money to be allocated to unique programs serving women and girls who are at risk or whose needs cannot be met otherwise.

PROFESSIONAL BACKGROUND: Yvette Kane was appointed to the Federal Bench in 1998 by President Clinton and became President Judge in 2006.  She has a long history of public service having served as secretary of the Commonwealth under Governor Tom Ridge. She practiced aw with the Equal Employment Opportunity Commission, the PA Attorney General’s Office and was Chief Counsel for the PA Independent Regulatory Review Commission.

Yvette Kane’s entire professional career is testimony to the YWCA’s vision and principles of economic empowerment and racial justice, courage in spirit and action, breaking barriers, leadership, self-determination, family values and community responsibility.

Rotary/Red Cross Blood Drive:2nd Blood Drive will be on April 2 at the Hilton.  We will have our regular Rotary meeting that day in the banquet room with a speaker from the Red Cross.  Please sign up for time slots 10 AM - 2 PM (blood drive in another room) and you can still attend our meeting.  You will also receive future attendance credit for your blood donation.

LAST ROTARY MEETING:  2/27/12

It’s Leap Year week, it’s leap Year week, it’s Leap Year week! 
Whoa, whoa, whoa there my Rotary Friend, what is so exciting about Leap year week?
That’s simple—everyone gets one extra day this year!  Time is money, time is one thing you can’t buy, time is precious and all that you know.
Okay, I get that, but what would you have me do with this one extra day? 
Well, let me answer your question with the top ten things you can do with an extra day and report on the minutes of the Rotary Club of Harrisburg meeting at the same time.

1. Go see a movie.  Norma “I watched the Oscars last night” Swain tickled the ivories with movie themes today as we enjoyed a delicious lunch.
2. Appreciate the beauty of our country.  As Howard Ross’s invocation and Marion “Beautiful” Alexander’s club singing reminded us.
3. Hug a new Rotarian.  Robin “new members rock” Scaer welcomed Rotarians James Good, Lori Hoffmaster and Maddie Young to blue badge level today!
4. Donate a pint of blood.  Ira “Say Yes” Packman encouraged all Rotarians to donate blood at our April 2nd meeting.
5. Go on a Rotary mission trip.  The dynamic duo of John Judson and Tom Johnston provided a wonderful report of their India polio vaccine mission trip.
6. Invite our exchange student Anti over for dinner.  Steve “Exchange Student” Feinour welcome Anti to our meeting, reminded all that he is great company for a dinner date or event and noted that we need volunteers for the exchange student sleepover March 17 and 18.
7.Create some good news!  Club members jumped up with good news about children, anniversaries, dropping electric rates and more and certainly that is encouragement to consider creating some good news of your own.
8.  Have a baby!  This scribe did suggest that on your extra day you might want to create some good news….  Congratulations to Anthony Worrall as he and his wife are soon expecting their third child.
9. Fall in love with the Harrisburg area—again and again!  Gary “He likes to golf” Dent introduced today’s speaker, David Black, President and CEO of Harrisburg Regional Chamber and CREDC.  David did not lead a group cheer but unequivocally, he did give a ringing endorsement for our area.  There was plenty of question and answer time so David was able to give some great insight into greater Harrisburg.
10. Invite a friend to join Rotary.  President Bob finished the meeting with a shout our to our five newest members, Myra Badorf, Stacy Klann, Gary Mastrangelo, David Volkman and Dan Zalewski, Jr..
