PROGRAM:
JoAnn L. Edwards was appointed executive director of the Pennsylvania Human Relations Commission in July, 2011.  She has over two-and-a-half decades of experience as a human resources executive in the non-profit sector.

Prior to 2011, Edwards spent eight years as corporate vice-president for human resources at NHS Human Services, a Philadelphia-based national organization providing specialized services for older citizens, people with intellectual and developmental disabilities, people with mental health issues, and those in the juvenile justice and foster care systems. At NHS, she managed the full spectrum of human resources programs and solutions for over 13,500 employees and over 65 programs in eight states, and negotiated union contracts for 16 bargaining units.  During her tenure, NHS was recognized in American Rights at Work’s annual Labor Day List, for its successful partnerships with AFSCME, AFT, SEIU and SPFPA unions.  The list recognizes employers who embrace forward-thinking business models that fairly compensate workers, share decision-making responsibilities, recognize diversity and inclusion and otherwise foster productive employer-labor partnerships. Edwards also introduced a number of cost-saving efficiencies while at NHS, including a timekeeping and scheduling system that reduced the company’s overtime costs and administrative overhead, incentives that increased productivity, audit programs, wellness initiatives and other cost-saving innovations.   She also instituted a harassment-free workplace program and diversity training. Edwards was a regional human resources director for NHS for five years prior to becoming vice president.  She also spent ten years as director of human resources for New Directions for Progress Inc., a Harrisburg provider of services to people with mental disabilities.

Edwards holds a master’s degree in human resources and industrial relations from St. Francis University in Loretto, Pennsylvania, and a bachelor’s degree from Penn State University.  She also holds a lifetime Senior Professional Human Resources Management Certification from the HR Certification Institute, Society of Human Resource Management.

She has taught undergraduate and graduate-level human resource management courses as well as professional certification preparation for human resource professionals.

Edwards was named HR Professional of the Year in 2003 by the Human Resource Professionals of Central PA and in 2000 was named a Notable American woman by The American Biographical Institute, USA.

She is a longtime member of the Society of Human Resource Management and Human Resource Professionals of Central PA (previously Harrisburg area SHRM), for whom she has served as board treasurer, vice-president and president.  During her tenure as president, she merged the junior and senior professional organizations to increase networking, professional development and career advancement opportunities.

She lives in Lebanon, PA.

LAST ROTARY MEETING:  4/30/12      Minutes by Andy Rebuck
Hey, what’s this—it looks like a magic lamp.  Maybe if I rub it a genie will come out and grant me three wishes!  Well, now let me see what will I wish for—world peace, fame, fortune?  What?  Wake up?  I must be dreaming you say and really the minutes of the Rotary Meeting of Harrisburg April 30, 2012 need to be recorded.

Fine and dandy then, read on but my guess is some fellow Rotarians would use their first wish to get a seat today (or a spot in parking garage) as it was standing room only.  While Norma tickled the ivories, eight of our members: Klein, Guss, Carr, Means, D. Bedard, Hickey, McNutt and Chamberlain grabbed their guests and scooted for a seat like they were playing musical chairs.  Speaking of eight, soon-to-be president Una brought eight guests and Rotarian Amice even wondered aloud during introductions if this had set a new record.

Dolly “I have lived all over the world” Lalvani took three minutes to highlight herself and provided a nice glimpse into her journey from India to Belize, New York, Texas and now Harrisburg as well as her role in taxes and finance.  Ask her about her President of Rotary Club pin next time you see her if you missed this talk.

John “I am basically going all over the world” Judson tooted the proverbial train whistle three times and announced an outstanding and unanimously accepted slate of officers in 2012-13 led by President Una and President Elect Karen Snider and VP Jeff Boswell!  We are in good hands—no need to use any wishes from the genie here.

At 12:37 sharp with the cameras rolling, Rotarian Hostetter introduced today’s speaker with his now legendary wit and style---Ask Bob about the town of Hostetter Pennsylvania when you are looking for an upcoming vacation trip.

The second wish for the genie may have come from our speaker, Charles Zogby, Secretary of the Budget.  In his direct, smooth, assured speaking style, our speaker may have used the second wish to secure more money for the upcoming state budget.

From this scribe’s seat it was no mystery that Charles knew the ins and outs of the budget process.  He quickly pointed out that there are four “cost drivers” pushing expenses higher this year and in years to follow.  These four are Federal medical Assistance, public safety, debt service and retirement and pensions. He did not need a calculator to explain that these ballooning expenses require difficult but necessary cuts and a careful approach to projected revenues.

Secretary Zogby outlined many aspects of the budget with lots of facts, figures and explanations.  It was a fascinating and thoughtful talk today and one that left many Rotarians reaching for the genie’s bottle to use that third and last wish.  If you have not guessed it the third wish would be simply to provide prosperity to Pennsylvania and through that the very best education to our students and support to our residents in need.
