PROGRAM:
On September 17, 2001, Patrick L. Meehan was sworn in as United States Attorney for
the Eastern District of Pennsylvania. The U.S. Attorney’s Office, located in Philadelphia, is
comprised of over 200 attorneys and support staff. As U.S. Attorney, Mr. Meehan also serves on
the president’s Corporate Fraud Task Force, which provides direction for the investigation and
prosecution of everything from securities and accounting fraud to related financial crimes
committed by CEOs and employees. Mr. Meehan has also served on the Attorney General’s
Advisory Committee, and its Subcommittees for Health Care Fraud, White-Collar Crime, and
Civil Rights. In addition to focusing on corporate fraud matters, Mr. Meehan has also dedicated
significant resources in his office to bringing cases against public officials who illegally use their
public office for personal gain.
The U.S. Attorney’s Office, under Mr. Meehan’s leadership, is nationally recognized for
its work in combating violent crime. In implementing the president’s Project Safe
Neighborhoods initiative, Mr. Meehan has obtained unprecedented cooperation among federal,
state, and local law enforcement agencies throughout the district. Specifically, in partnership
with the nine elected district attorneys in region, Mr. Meehan’s office has adopted cases against
some of the most violent criminals in the district for federal prosecution. These prosecutions
have led to average prison sentences of almost nine years -- far more severe than had those same
cases been prosecuted locally.
Most recently, Mr. Meehan developed what is now called the “Route 222 Corridor Anti-
Gang Initiative.” Local elected officials, federal, state, and local law enforcement, along with
community and faith-based organizations have come together to prevent and fight the insurgence
of gangs in an area spanning two federal districts, six counties, and seven cities in rural and
industrial parts of Pennsylvania. The program calls for a coordinated response among law
enforcement, along with an increase in prevention programs in schools and community
organizations, plus specialized services for former inmates returning to their neighborhoods.
Mr. Meehan has made the protection of children, senior citizens, and the disadvantaged a
top priority in his office. Not only has the office prosecuted many of those who prey on children
via the Internet, but Mr. Meehan has convened dozens of community forums to educate parents
on how they can keep their children from becoming victims. The office has also prosecuted
nursing homes and elder care facilities for failing to provide the required services to senior
citizens and has brought cases against predatory lenders who prey on senior citizens and
disadvantaged homeowners.
In addition, the office continues its nationally recognized work in healthcare fraud and
has achieved total settlements of over half a billion dollars in each of the last two years with
several of the nation’s largest pharmaceutical companies and pharmacy benefit managers. In
October 2006, the office reached a $155 million settlement to resolve false claims with Medco
Health Solutions. A year earlier, Caremark, the nation’s second largest pharmacy benefit
manager after Medco, agreed to pay $137.5 million to resolve civil liabilities in connection with
alleged kickbacks from pharmaceutical manufacturers. The office has also successfully
prosecuted the operators of illegal Internet pharmacies including Akhil Bansal, who was
convicted in April 2006 of operating an international Internet pharmacy network that imported
and distributed millions of dollars worth of controlled and non-controlled drugs.
During his first year as U.S. Attorney, under an Executive Order from President Bush,
Mr. Meehan formed the Anti-Terrorism Task Force (ATTF) to combat and prevent future
terrorist attacks. The ATTF, later renamed the Anti-Terrorism Advisory Council (ATAC), in the
Eastern District is a coordinated partnership among federal, state, and local law enforcement and
emergency responders and is recognized as a national model.
Mr. Meehan’s career in public service began in 1995 when he was elected District
Attorney of Delaware County, Pennsylvania. His tenure as District Attorney was highlighted by
a number of community-based initiatives. He created the Special Victims Unit for Domestic
Violence, which insured that prosecutions could proceed without requiring the victim to testify.
This encouraged victims to apply for protection from abuse orders. Mr. Meehan was
instrumental in expanding the number of Youth Aid Panels for first-time offenders and in
establishing a truancy project to cut daytime crime. Mr. Meehan’s efforts led to the
establishment of the Department of Justice’s Internet Crimes Against Children Task Force here
in Pennsylvania.
Prior to being elected District Attorney, Mr. Meehan served as senior counsel and
executive director for United States Senator Arlen Specter, and worked as an associate with the
law firm of Dilworth Paxson. He earned a B.A. in 1978 from Bowdoin College and his J.D.
from Temple University School of Law in 1986. Mr. Meehan grew up in Cheltenham,
Pennsylvania, and currently resides in Drexel Hill, Pennsylvania.

• JOINING HANDS Rebuilding after Katrina
The Club is joining hands with the District to rebuilt homes and lives after Katrina devastation.
The program calls for those volunteering to fly to Biloxi on a Sunday where local volunteers meet them. Meals and housing will be “dormitory style” in the fellowship hall of a local Lutheran Church. Volunteers are asked to provide their own airfare (about $265 from Baltimore) and $20/day for food and housing expenses. Some members are considering flying down privately. The local arrangements committee provides tools and transportation to the work site.

How does that poem go? “Roses are red or is it my cheeks are red?” Well, on the Monday before Valentine’s Day you would think we would be talking about roses, but on this brutally cold day, we are more focused on our red cheeks!
As a good service deed to all our members we will have these minutes also include some subliminal messages of items to give your Valentine.
Our membership warmed up today with the piano sounds of Al Morrison, a delicious, Hilton lunch and the ring of the bell by President Carrie at exactly 12:14! Perhaps it was the weather that was almost too cold to go skiing, but for whatever reason this meeting reminded this scribe of a day at Hersheypark.
Rotarian Patterson introduced member’s Hostetter, Beck and Schultz who in turn introduced their guests. We then jumped up and down as “Dominican” Bob Hall made it crystal clear why we should all donate $100 per year per member to the International Rotary Foundation.
One of the sweetest parts of the meeting came when Rotarian Robin Scaer took to the podium. Robin spoke about her role with the local tourism bureau and invited each of us to enjoy the chocolate sample at our tables and to visit their new website www.hersheyharrisburg.org which highlights great vacation ideas in our area.
President-elect Barry flew like a jet to the podium to present blue badges to three Rotarians celebrating their six month anniversary: congratulations Shane Rottier, Steven Infanti and Robin Scaer. Each of these folks also received a Rotary key chain that they can use for their new cars. (President Carrie mentioned that we do have 201 members and that we are climbing the mountain to reach her goal of 210 members.)
The clock on the wall now says 12:35 and Rotarian Hostetter gave a warm and personal introduction for our guest speaker who he noted is “a wonderful teacher.” Our club then welcomed to the podium Dr. Randy Lee. It was quickly apparent to our club that Dr. Lee would be providing a thoughtful and thought provoking talk on the US constitution.
“Is the constitution outdated,” he asked our members? Dr. Lee then took time to answer this question by looking at how it serves our needs today and why it has endured for 200 plus years. This was a powerful, interesting and timely discussion that touched on various aspects of the constitution and finished with Dr. Lee asking that “God grant that there will always be people willing to serve others.”
This scribe checked his cell phone to note the time at 1:10 as we adjourned the meeting and headed to the card store to pick out the perfect Valentine’s Day card!
