PROGRAM:
John C. Leighow is a Pennsylvania native hailing from Danville. He attended Penn State and Kutztown Universities earning a B.S. in Secondary Education and an M.A. in American History. Beginning in 1975, Leighow began his career with the Pennsylvania Historical and Museum Commission. Over the past 32 years he has worked in varying capacities for PHMC at a numerous locations including the Daniel Boone Homestead, Berks County; Bushy Run Battlefield, Westmoreland Co.; Somerset Historical Center, Somerset County; PHMC Placed Property Program, statewide; Division Chief for the Bureau of Historic Sites and Museums, statewide, Chief of Education and Operations for the State Museum of Pennsylvania, Dauphin County and now as Director of The State Museum.

• DISTRICT CONFERENCE Hershey Motor Lodge May 11-12
The District 7390 Conference will be held at the Hershey Motor Lodge on May 10 - 12. The Golf Outing will be held at Wren Dale Golf Course on Thursday, May 10. Plenary Sessions are Friday and Saturday, with evening dinners with RI Guest speakers and/or entertainment.
The theme of the Silent Auction is “Gifts from the Vine”. It will focus on upscale bottles of wine, but will include specialty baskets of wine glasses, cork screws, cheeses, crackers and other items associated with wine. In addition to the aforementioned items we are hoping for numerous “other” donations ($50 value and up) such as gift certificates, gift cards, and actual items such as new TVs, new stereos, or something along these lines. We feel this variety will appeal to a much broader range of attendees.
In addition to encouraging you to support Janice with your presence at the conference, we are asking you to donate any wine related, or non-wine related item (or gift basket)with a value of $50 or more. With your help, we can make this a very successful auction that enhances the delivery of services provided by the 40 clubs that make up District 7390, Rotary International.

Our 2006-07 exchange student, Jose Ricardo Zambrano, from Venezuela has joined his second host family, Dominic and Kristie Cavallaro, and is attending school at Central Dauphin High School. We hope that you meet him soon. We would like to remind you that we are always looking for activities and American cultural experiences that our exchange students will enjoy. This very lively and upbeat meeting commenced traditionally enough with an Invocations by Doug Pieper and “My Country Tis of Thee” led by Joe Summers. President Garry then thanked Al Morrison for his always-wonderful piano music for our meeting, and went on to enumerate some of the cultural organizations that make our area a great place to live, many of which are headed by Rotarians - namely, The Wednesday Club with Norma Swain, Susquehanna Art Museum with Marion Alexander, Open Stage with the Alsadeks, Whitaker Centre with our new member Michael Hanes, and The Art Association of Harrisburg (my organization). He also praised all the natural beauty of our area.
Bob Reitzel introduced all the visiting Rotarians and guests, including Marie Lick’s son Andrew, who has re-located to Harrisburg from California.
An enthusiastic Sandy Beck then reported the marvelous news that our Club was inducting 8 new members today! Several weeks ago, the Membership Committee and President Garry had implored our Club to recruit two new members by the end of the month...instead, 8 were recruited! Sandy went on to acknowledge the proposers who have brought in 29 new members within the past year.
President-Elect Wissler-Thomas was called forward by President Garry to introduce the 8 new members and their proposers. They include: Anne Aufiero, proposed by Gib Parthemore; Robert Chamberlain, Larry Bashore proposer; Cynthia Fillman, proposer Geoff Dunaway; Michael L.Hanes, PhD, Sally Klein; Thomas Imholte, Kent Frese; Marc Scaringi, Garry Brinton. Thomas Peluso had to give his own description, due to his proposer Barbara Skelly’s absence, and did so delightfully. Not present were new members Michael Carbon and Guy Patterson, who will be introduced at a later meeting.
It was a meeting with a number of key people absent...John Sutliff was summoned to introduce the students and teachers of the month, but to no avail. President Garry rose to the occasion and did the announcements, with the following people honoured:
Ms. Tish Calhoun, Teacher, and Charles McElwee, student, Bishop McDevitt.
Gary DiCioccio, Teacher, and Ellene Ortega, student, Harrisburg High School.
Mrs. Delia Gongloff, Teacher, and Corey Black, student, Harrisburg SciTech.
Ms. Louise Morgan, Teacher, and Paul Ramsey, student, Harrisburg HS ACTS.
The students and teachers were accompanied by principals and parents.
Next on the very full agenda for the day was Jewel Cooper’s announcement of the Nominating Committee’s selections for the 2007/2008 Board officers and members. First, however, she made a motion that the Club accept two amendments to our By-Laws, adding the office of “Vice President” to Article I, Section 1, and then again in Article II, Section 1. The Club accepted the amendments unanimously. She nominated as next year’s officers the following: President - Carrie Wissler-Thomas; President-Elect - Barry Ramper; Vice President - Carolyn Dumaresq; E.Garrett Brinton, Immediate Past-President; Secretary - Jewel Cooper; Treasurer - William Boles; Sergeant-at-Arms - Deborah Abel. These individuals were unanimously elected.
As Board Members, Alfred Baker, Jeffrey Bosewll, John Judson, and Michael Love were nominated for the class of 2008, and Patricia Hindermyer, Tina Nixon, Richard Steward, and Joseph Summers were nominated for class of 2009. These, too, were unanimously elected. All terms will begin July 1.
Al Baker then boomingly conducted his inimitable “Good News Reporting,” with numerous happy announcements made by proud parents, grand-parents and those with exciting career news., as well as Sally Klein’s telling of her new puppy . The President-Elect thanked everyone for the honour of her upcoming Presidency and the fact that Karen Paris will be our Assistant District Governor.
At the conclusion of the boisterous “Good News Reporting,” Jewel Cooper introduced our illustrious speaker, “Crime Dog of Dauphin County,” District Attorney Edward M. Marsico. DA Marsico began by saying he had spent a week at RYLA as a teenager, and has been impressed with Rotary ever since. He went on to say that, unfortunately, there are bad things going on in our County, side-by-side with all the good things that President Garry had praised earlier in the meeting. Attorney Marsico reported that in 2004, there had been 2500 crimes committed, and in 2006, there were 6000. Crime has been escalating in other cities as well, with most related to drugs and alcohol in some way. He said that the prison population is actually down in the past year, and the juveniles in prison have not gained in numbers. However, female juvenile offenders have increased.
Attorney Marsico said that 20% of the juvenile offenders live in two-parent homes, with 40% living with only a mother. However, criminals can come from any kind of home.
He explained that many closing presentations in courts these days are done utilizing power-point, no longer with the chalk-boards of earlier eras. Unfortunately, technology can lead to more high-tech crimes as well, with Internet scams prevalent and child-pornography rampant. He said that “MySpace” is utilized in screening job applicants in another sign of the use of technology.
A big push is underway for more drug and alcohol rehabilitation and treatment, in an effort to prevent re-incarceration. Those who commit violent gun crimes, however, are not being shown any leniency whatsoever. Attorney Marsico emphasized that he and his dedicated staff work untiringly to see that justice is served. They very much work on the Rotary principle of “Service Above Self.”
In the question-and-answer period following his talk, Attorney Marsico was asked his opinion on legalization of drugs, which he opposes, and about the after-school period as the most prevalent time for juvenile crimes, which he said it is not. He said that violent crime had peaked in the mid-1990’s, and then fell. The current spike does not reach that 1990’s level. He said that he feels violence on tv does not directly contribute to juvenile crime, and he feels strongly that illegal handguns must be confiscated whenever encountered.
Eric Waters, visiting Assistant Principal from Harrisburg HS, explained that his school’s counseling sessions now include entire families, not just students, which Attorney Marsico agreed is an excellent plan.
At the conclusion of the program, President Garry introduced Gib Parthemore to speak about the upcoming District Conference, to be held at the Hershey Lodge and Convention Centre on May 11 and 12. Gib urged everyone to attend to support our own Janice Black, District Governor. He requested that everyone contribute gifts of wine valued at $50 for the Conference’s silent auction. Other $50 gifts would be welcome as well.
The meeting ended with everyone in a most upbeat mood.
