President Garry called the meeting to
Order at 12:10 PM. Following the singing of America the Beautiful and
the Pledge of Allegiance to our Flag, the invocation was given by Al
Schmidt.
At 12:22 PM President Garry reconvened the meeting. Recognition was
given to Al Morrison’s music for the Club. Also noted was a Rotary
International (RI) club survey passed out to each table for completion
and return to Linda prior to leaving the meeting.
It will facilitate decisions being proposed by RI.
Pattie Hindermyer introduced guests and visiting Rotarians to the club, of which there were numerous guests.
Joe Bedard introduced our speaker, Diane Halstead, speaking for
Pre-K Counts. A $14 million a year effort that is a public-private
initiative and partnership among school districts to facilitate local
pre-kindergarten within the State’s school districts, community-based
day care providers and early intervention efforts.
Pre-K Counts provides quality support to over 30 communities across
the Commonwealth to solidify partnerships and provide quality
pre-kindergarten in all settings. Their goal is to align pre-school
curriculum with Pennsylvania Department of Education early learning
standards, share professional development opportunities, and actively
involve parents in their child’s development. In addition, to educate
business and education, involve legislature and the community leaders
so there is an understanding of the value from quality early education
and how that favorably impacts all communities. Grants ranging from
$100 million to $200 million are made each year by the Pre-K Counts
program.
Pre-K Counts is responsible for research and currently in process of
conducting a four-year study with UCLID Center at Children’s Hospital
of Pittsburgh. The effort is intended to identify components of local
Pre-K partnerships that are most successful in preparing children for
school and later life. The effort is designed to look at effectiveness
of school districts, child care centers and how they prepare children
for life’s experiences. Studies such as this reflects: 1/ Those with
the Pre-K experience earn more over their career life span; 2/ Have
higher levels and expansive career employment; 3/Enjoy a better quality
of life for themselves and for their family.
Pre-K Counts works to ensure:
1. Every child receives high quality education
2. Enables parents to evaluate programs that will serve their child’s needs through
consistent and objective rating system
3. Have a curriculum consistent with the PA Department of Education and across school
systems
4. Ensure all teachers are highly qualified and consistently trained to teach pre-
kindergarten
Pre-K ensures students are well-prepared to enter public education
system main stream and grow with the challenges of education. It also
provides high quality child care to give developmental “social skills”
– literacy, math, social motor skills, for “at-risk” children
throughout the Commonwealth. It is a program coordinated with the PA
Public Welfare Department and the Department of Education with private
industry guidance and support. It specifically targets “high risk”
children seeking smaller class size and to maximize greatest return
with “high risk” children. Pre-K’s hope is for activism from groups
like Rotary to support the importance and value of pre-kindergarten in
effectively preparing children throughout PA for public school entry.
An interesting program underway in PA.
Mini Classification talk by Churchill Pinder, Episcopal Priest at
Harrisburg’s St. Stephen’s Parish. If you missed today’s meeting you
truly lost an opportunity to get to know Churchill much better!
Karen Paris was recognized by President Garry for her 5 years of
Chairing the major Harrisburg Rotary’s fundraiser – the Fall Pancake
Breakfast. In 2006 the effort was the most successful to date and
generated over $16,206, an increase of over 50% from prior years!
Karen gave liberal credit to the MANY workers who tirelessly served
those who attended the breakfast and to the generous sponsors for
making the event so profitable. A check was presented to the
Harrisburg School District to continue supporting and facilitate early
development. Partnerships with child care providers gives the badly
needed quality instruction for preparation of “at risk” children for
entry in the school system.
