PROGRAM: Linda Lefevre, Executive Dean of HACC's Harrisburg Campus, will present an overview of how HACC is addressing the educational needs of Pennsylvania's growing wine industry. Linda has been an administrator at the College for over twenty years and has developed and implemented programs of study in many diverse areas such as the building trades, ornamental horticulture, and the culinary arts. She currently oversees all academic offerings at the Harrisburg Campus, as well as provides leadership to the Humanities and Performing Arts and Arts departments. She was instrumental in the establishment of Radius, a shop which carried the work of HACC craft marketing students, as well as Bricco, the partner restaurant for the Culinary Arts program. She recently took the lead on the development of two state-wide programs of study designed to provide the workforce for Pennsylvania's wine grape industry; these programs include a certificate or degree option in Viticulture and in Enology, and are offered through a combination of online and classroom instruction.

The Nominating Committee welcomes nominations in writing until January 21 for the Vice- President position (serves 2011-12) and the four Board vacancies. Rotarians must have served for 3 years.

Minutes by Peter Henninger:
With President John in Haiti President-elect Bob called the meeting to order at 12:15 p.m.  Jeff Boswell led us in an invocation and Marion Alexander, accompanied by Norma Swain on the piano led us in singing “America”.  After the pledge to the flag we greeted our fellow Rotarians and guests.

Charlie McNutt then introduced guests and announced the Birthdays.  Then Corinne Rebinski  gave her mini-classification talk informing the club about her twenty-six year tenure with Brown, Schultz, Sheridan and Fritz and how she somewhat recently re-embarked on her career path after some years of full-time motherhood and work at BSSF.  Corinne shared some experiences of being born in Baden Baden Germany and introduced her partner Tom to those in attendance.  Corinne looks forward to her involvement with the club and the community we serve.

Pat Amice then introduced our students and teachers of the quarter from Sci-Tech and Harrisburg High: Ariel Snell whose goal is to become an Orthodontist, a profession near and dear to my heart (my wife Barbara is one) and Mathematics teacher Seth Hubbell from Sci-Tech, and Shawn Harrison a junior who enjoys baseball and math whose goal is to attend Florida State majoring in Chemical Engineering and Special education teacher Natasha Mathis from Harrisburg High.

President-elect Bob then introduced Chuck Wingate and reminded the club that there were still a couple of open slots for the sleepover program at the Bethesda Mission.  Contact Linda or Chuck for more details.

Bob Hostetter after a brief interlude regarding last weeks program then introduced her honor Linda Thompson, Mayor of Harrisburg.  Mayor Thompson began her speech by opining that the current crisis facing the city is due to years of decisions, a declining tax base, flawed collective bargaining agreements and the revenue options basically limited to real estate, earned income and local services taxes, can’t support the level of services being provided.  She additionally stated that even without the debacle which is the Harrisburg incinerator, this would still be true.

Mayor Thompson outlined certain aspects of what she termed “A new culture of efficiencies in city operations” such as elimination of 70 middle management positions, decreeing that city events such as the Arts festival and Kipona be self-sufficient and self-sustaining and the move of 911 operations to the county.  She talked briefly about the distressed city status request and her desire for a more regional as opposed to isolationist approach to issues of core communities such as the city.  She outlined areas she believes need addressed at the state level to “level the playing field” and requested everyone’s assistance in developing public/private partnerships like the Business Advisory Council, the executive loan program and strategic marketing groups she is establishing.

In closing, the Mayor expressed confidence that the city will eventually emerge from Act 47 status more viable and stronger and a model for other communities but that it will take regional cooperation, sacrifice and pain to achieve.

After a brief Q&A VP Bob reminded the membership that there is no meeting on MLK Day and that first year Rotarians will be conducting our next meeting on January 24 when we hope that Linda Lefevre, our program that day, will bring some samples!
