PROGRAM: Bob Hall is currently President of the R. J. Hall Company formed in 1986.  The Company provides pension plan services for Municipal Governments and Corporations throughout
Pennsylvania, specializing in Municipal Pensions.

Bob is a graduate of Bloomsburg University of Pennsylvania with a major in Business and Economics.

He has served on different community boards and a former board member of Credit Plus Solutions Group for many years.

A Rotarian since 1978, he is a member and Past President of the Harrisburg Rotary Club.  His primary focus was the International Programs of Rotary.  During the 1997-1998 Rotary Year he served as the District Governor of Rotary District 7390.  The past ten years he has been involved with Rotary Service in the Dominican Republic.

Bob is married to Diane, proud father of three sons and grandfather of two very special young ladies.

• CONDOLENCES to John Cavanaugh on the loss of his father, John T. Cavanaugh in Wilmington , DE on May 26th.

The Fellowship Committee invites all members and their guests to attend our “Nine and Dine” events in 2010.  Once a month, at a different venue each month, we will play nine holes of golf and have a chance to grab a bite to eat and a cold drink.  In order to plan ahead and accommodate attendance every month we ask that you sign up either for the golf and dine package or either golf only or dine only.  In other words there will be a sign up sheet each month.  (You certainly can play golf with a preplanned group or ask to be grouped by the host of each event.)  This is not a fundraiser for the club-it is a fellowship event-but you will need to budget to pay the announced fees for the golf and food.  You will also receive a make up for attendance! Our third Nine and Dine event is Tuesday June 22 at Colonial CC with dinner to follow at Giotti’s Italian Restaurant. The package to play and ride a cart is $25. We will then drive a minute away and enjoy a great meal at Giotti’s.  We can set up as many tee times as we need between 3:50 and 4:50 that day.  Please sign up today or as soon as you can as we will need to confirm our playing needs with the course in the next few weeks.

President Carolyn opened today’s meeting at 12:15 PM and re-opened it at 12:20 PM following the invocation by Dick Stewart with Club singing led by Caryn Carr.
Our speaker for the day was State Representative Barbara McIlvaine Smith (D-156th district – Chester County, a seat she has held since 2007. In that she had an important vote back on the Hill, the order for the meeting was changed allowing her to speak early in our meeting. Bob Hostetter introduced the representative (he provided a “brief” introduction for Bob) and noted a number of interesting aspects to her background and heritage.
Rep. McIlvaine is Native American on her Mother’s side, the 4th person of her linage to serve in the PA State House with the first individual serving starting in 1796 representing Chester County. Her family still lives on a farm and land given to her ancestor by William Penn in a land grant. Serving as a State Representative, she has been appointed by the Speaker of the House as PA’s representative to the national “Women in Government” group and takes her public service very seriously.
Rep. McIlvaine explained that she is not running for her seat and plans to leave the House due to deep disappointment in her party, the House Democratic Leadership and the Governor in leading the State saying that “effective reform is dead.” She sees need for dramatic reform: Bills that never move through Committees and on to the Floor for a vote saying that only about 1% of all legislation is ever implemented regardless of the merit; a critical need for election reform; need for equality in distribution and managing expense money provided representatives to operate district offices; that today’s party politics and shameless self promotion override policy in the PA House today.
While serving our her term in the House, Rep. McIlvaine is introducing legislation that: establishes a Constitutional Convention; sets term limits and standardizes the length of each term to four years with a four term limit (16 years); that dramatically reduces the size of the PA Legislature and bans all gifts given to influence elected officials to vote or support a given position.
During her service in the PA House, Rep. McIlvaine has constantly experienced having her integrity challenged and being pressured to vote for various pieces of legislation (and she admits giving in to such pressure) while knowing what was right and fair way to vote. She observed, in her opinion the public is manipulated by legislators for their own political gain/to increase their individual power/to control distribution of State money to help ensure their re-election. She went on to say, “you cannot legislate integrity.” Only the Legislature has the power to call for a Constitutional Convention (and they have no self-interest in doing so) and requested our support to help her help us hold the Legislature accountable for its actions and demonstrate needed integrity in our system. In the Representative’s opinion, elected officials are sent to Harrisburg to “create a timely budget.” Our elected officials are highly paid customer service representatives in the manner in which they operate today, the services they provide constituents while assisting them through the morass of procedures and in response to laws passed and with State Government actions.
Rep. McIlvaine was originally a registered Republican. She changed her registration in response to County politics of Chester County to fight actions she strongly disagreed with and won a seat to the Chester County Commissioners. Subsequently, she ran for the State House seat for similar reasons (the individual previously holding the seat was misusing her tenure/perks/position in McIlvaine’s opinion) and was elected to the State House in 2007.
The Representative provided clarity of observation and examples in her experience within the State Legislature. It’s too bad, in my opinion, that she is throwing in the towel in disillusionment and not running again for the seat she holds versus continuing to run and working hard to “make a difference” in the Legislature. In that way she could ultimately help ensure needed change came about. As she noted, “the electorate cannot expect those voted into office to eliminate the perks/power/influence unless the electorate also makes it abundantly clear what it is mandating for legislators to remain in office! If you weren’t in attendance for this presentation, you missed a controversial perspective of how our State Legislature operates from the perspective of “someone who has been there!”
