PROGRAM:
LeRoy D. Kline is President & CEO of Delta Development Group. Highly motivated to achieve the best possible results for his clients, Kline is known for his experience and capacity to provide in-depth, informed guidance on issues related to project development and public funding. Projects throughout the country illustrate his unique ability to secure federal and state funding resources with innovative strategies. Plus, he is widely recognized for his ability to expedite the permitting processes associated with commercial development projects. Kline’s successes include participation as a private partner in the design of the Highway Occupancy Permit Process for the Pennsylvania Department of Transportation. An expert recruiter, Kline finds and hires the most capable, creative, knowledgeable, and energized professionals available in the industry. His energy and enthusiasm produces a spirited work environment and provides for an exemplary work ethic among the staff. Kline is a skilled liaison between clients and the firm’s staff professionals, providing effective communication through every stage of project development.
Clients he has supported include: Crown American Corporation, Edward J. DeBartolo Corporation, Hershey Trust, and Unilever; public sector clients include Cumberland County; Greene County; City of Johnstown; North Fayette Township, Allegheny County; and West Hanover Township, Dauphin County. He is accustomed to, and comfortable with, high-expectation clients, listening to their needs and making them a reality with a strong “can do” approach. Kline’s industry background includes serving in several executive and legislative branch capacities, including Director of Legislative Affairs for the Department of Commerce, Legislative Liaison for the Economic Development Partnership, and Executive Director of the Majority Policy Committee of the House of Representatives.
Active in numerous community organizations, Kline recently served as the Chairman of the Capital Region Economic Development Corporation (CREDC). He also served on the Board of Advisors, Pennsylvania State University Capital Campus; The Murata Business Center Advisory Board; and the Pastoral Council, Cathedral Parish of St. Patrick. Kline earned a Bachelor of Science degree in speech communication from Clarion University of Pennsylvania and has completed graduate coursework for a Master of Science degree in speech communication and business management with the Pennsylvania State University. He also graduated from the Owner/President Management Program at Harvard Business School.
Janice R. Black is President/CEO, The Foundation for Enhancing Communities. Ms. Black joined The Foundation for Enhancing Communities in September of 1994. Prior to joining The Foundation, Ms. Black worked as Executive Director of Edgewater Psychiatric Center . Ms. Black holds a Bachelor of Science Degree in Nursing from George Mason University. Ms. Black has served on many boards within the community including the American Cancer Society, Leadership Harrisburg, Goodwill Industries, Rotary Club of Harrisburg and Delta Dental of PA. Additionally, she served as District Governor of Rotary District 7390 in 2006-2007. When Ms. Black arrived at The Foundation, the assets totaled approximately $5 million. At the end of 2007, The Foundation assets were approximately $67 million.

Do you like to have fun; meet new and interesting people; and do you need a Rotary make up? If you answered yes, yes and yes, then you are definitely going to want to join us at the upcoming Rotary Club of Harrisburg Happy Hour events. These are fun, social mixers from 5 to 7 PM where fellow Rotarians and their guests meet at one of our area restaurants and nightclubs and receive an attendance make-up!
As summer heats up, we will take our Happy Hour outside! Yes, the Hilton will host this event June 26 right in front of the hotel at their patio bar.

President Carrie opened the weekly meeting. Caryn Carr led the Club in singing followed by the saying of the Pledge of Allegiance to the Flag.
At 12:26 PM, President Carrie re-opened the meeting and invited Greeter Steve Krempasky to introduce visiting Rotarians and to
acknowledge Harrisburg Rotarians who have guests for their introduction.
President Carrie introduced new member, Mark Totaro to give a “mini classification talk.” Mark is Executive Director/CEO of Catholic Charities. He provided a detailed overview of what his Group does to help lighten the load and provide human needs assistance to those with various needs in Harrisburg area. Many of those who receive help aren’t of the Catholic faith, but come to them seeking badly needed help.
Our main program for the day was the presentation of the Community Service Award honoree for 2008. Peggy Grove, previous recipient of this prestigious award and chair of the Committee, ran this portion of the meeting. Peggy’s Committee consisted of previous honorees, with the award having begun in 1977. Those individuals are: Bob Hostetter, Hasu Shah, Janice Black, Virginia Roth, Walt Lowery, Dick Goldsmith, Jeff Boswell, Ron Guss, John Judson, Hal Hurwitz, Andy Roebuck, and Peggy Grove.
The 2008 honoree is William “Bill” M. Murray, M.D., a Rotarian for over 31 years. Bill grew up in Harrisburg graduating from William Penn High School, received a bachelor’s degree in physics from Haverford College, and a master’s in electrical engineering from Yale University. He began professional life as an engineer designing early computers in California, Bill then returned to Harrisburg and established Vector Avionics at Capital City Airport. Shortly thereafter, Bill developed an interest in applying engineering to medicine. He graduated from medical school at Jefferson and subsequently completed specialty training in orthopedic surgery and practiced for a number of years prior to leaving direct patient care to focus on medical device development.
Bill’s life has been filled with volunteer work. His is past president of our Harrisburg Rotary Club, 1996-1997. He inaugurated Harrisburg Rotary’s Youth Exchange Program and has actively endorsed the Group Study Exchange program where year after year he finds great inspiration when interviewing candidates who apply for a year of Rotary-supported study abroad. Service Above Self has defined Bill’s life. When you see Bill, take time to congratulate him on receipt of this prestigious award!
The next segment of our meeting was the introduction by Andy Rebuck of Ange Sauvage. Ange is Harrisburg Rotary’s exchange student from Lyon, France. He is an exceptional young man who has made the U.S. his home during the recent year. He spoke about his background in France, How he approached his arrival in the U.S. with trepidation, but quickly found his “host” homes welcoming and comfortable. Ange quickly felt welcome in Harrisburg and fellow students have treated him well/friendly/accepting. Of all the experiences while here, his host families were the best!
In response to questions about his stay in the U.S., Ange commented that just visiting the U.S. was the best part of his life. He loves the U.S. and the welcoming nature of this country. He feels this has been a year of growth and development for him. He wants to return to the U.S. to attend college – Syracuse or University of North Carolina). Ange’s comments highlight the critical importance of breaking down barriers and establishing life-long relationships from the Rotary Youth Exchange program. Well worth the money and time that Rotary International invests to make this program work!
