Minutes by Tom Parker:
We had a full house and a full agenda for our October 29th meeting. Only minutes after Tom Arnoldi and Al Schmidt kicked off the meeting, Dr. John Judson offered “The Rotary Minute”, informing us that Bob Hall and Bob Hostetter are presently working with a group of dental students on a service project in the Dominican Republic, an example of the type of humanitarian work that is funded by our contributions to the Rotary International Foundation.
Karen Paris announced the record results from last weekend’s Pancake Breakfast: 971 attendees, 64 workers and $24,000 gross, which is $2,000 more than last year. Later in the meeting, the gross was pushed $110 higher when Al Baker auctioned a gift basket donated by the Pennsylvania Bakery.
John Sutliff introduced our students and teachers of the quarter, noting that we’re changing this recognition event from monthly to quarterly and awarding each honoree a $25 gift certificate to Barnes & Noble along with the traditional certificates of commendation.
Gib Parthemore worked the room for a shortened version of “Good News Reporting”, making a point to give Jim Rowland an opportunity to gloat about Ohio State ’s convincing victory in State College last weekend.
Richard Utley introduced our keynote speaker who is also his boss, Jack Wagner, Pennsylvania ’s 50th elected Auditor General. Jack brings a distinguished personal resume of military and public service to his leadership of the Department of Auditor General. He explained the Department’s responsibility as the independent fiscal watchdog overseeing the expenditure of a $27 billion state budget and an additional $33 billion of federal funds that flow through the state for transportation, public welfare and other earmarks. Jack noted that the Department employs 700 people and performs over 5,000 audits annually on a budget of only $60 million. Financial audits include all 14 state-owned and 4 state-supported universities, all 501 public school districts, as well as liquor stores, hospitals, and private corporations – basically, all entities receiving public funds. The Department also performs compliance and regulatory audits to ensure that teachers are certified, bus drivers are licensed, sexual offenders are registered under Megan’s Law – and a host of other compliance issues. More interesting and controversial are the Department’s special performance audits. These high-profile investigations are launched to ensure that government is performing to expectations, and Jack cited the Department’s ongoing audit of PHEAA as a current example. It’s fair to say that Jack Wagner provided a broad but thorough overview of his Department’s role in guarantying public accountability, and those of us who were never quite sure what the Department of Auditor General does were left with a new appreciation for the valuable public services provided by the agency.
