PROGRAM:
District Attorney John M. Morganelli of Northampton County, Pennsylvania is recognized as a leading and outspoken voice on behalf of the law enforcement community. His frank talk about the need to Abolish Parole for Violent Criminals and Stop Illegal Immigration  has earned him national recognition.

DA Morganelli was elected District Attorney in 1991 at the age of 35. He was re-elected in 1995, 1999, 2003 and 2007. He served as President of the Pennsylvania District Attorneys' Association 1999-2000. He has served as a Special Deputy Attorney General and as an advisor to the Governor on crime issues.

In 1993-94, DA Morganelli successfully prosecuted an unprecedented lawsuit against the governor to enforce Pennsylvania's death penalty for those  convicted of first degree murder.

DA Morganelli is also an experienced courtroom prosecutor who has personally tried to verdict numerous first-degree murder cases including a conviction in a case in which the body of the victim was never located. He has argued first-degree murder cases in both the state and federal appellate courts.

DA Morganelli is often seen on national television. He has appeared on  "60  Minutes" and has been a frequent guest  on Fox News Network's  "The O'Reilly Factor",   "Heartland" hosted by former Congressman John Kasich, CNN's "The Lou Dobbs Show" , "Connie Chung Tonite", MSNBC's "Donahue" and "Internight" with John Gibson. Cases that he prosecuted have been the subject of documentaries aired on A&E Network, "America's Most Wanted," and the Discovery Channel.

Recently, SterlingHouse Publishing of Pittsburgh, Pennsylvania released his first book, "The D-day Bank Massacre: The True Story Behind the Martin Appel Case."

On a beautiful fall day, Jean Beatty joined us playing the piano for Rotarians to sing God Bless America followed by Howard Ammons who provided a thoughtful invocation for the day.
Several guests and fellow Rotarians were recognized, including Roger, a potential member, and Yvonne Hollins, executive director of the Boys and Girls Club. 

Carrie Wissler-Thomas provided an update on our former exchange student, Ang.  Congratulations Ang at performing extremely well on your tests so that you are able to attend college in the United States.
Can you believe it?  It's bell-ringing (or should I say sign flipping) time again.  This year, the Harrisburg Rotary Club will be ringing the bell for the Salvation Army on December 16th and 17th.  Hal Horowitz will get back to us with sign up sheets.  Please put this on your calendar.

Bob Hall told us about his most recent trip to the Dominican Republic, during which he assisted international Rotarians in resupplying a clinic with needed equipment.  In order to do so, he received a grant from Rotary International.  Although he had some critiques of certain attempts at infrastructure improvements on the part of the clinic, Bob was pleased to let us know that the government of the Dominican Republic awarded the clinic an ambulance.  Finally, he advised us that Hershey Medical Center will be sending down a mission of physicians.  Thank you Bob for your devotion to this effort.

Jacqueline Bedard provided an update of the Pancake Breakfast.  Thank you to the incredible number of Rotarians who came out to assist at the Pancake Breakfast.  Also a tremendous amount of gratitude is extended to the members of the Committee for the fine job that they did.  It appears from our preliminary results that our profits will be about the same as those achieved last year. 

Finally, kudos to Barry Ramper who pulled his own name in the big-screen TV raffle and promptly donated it back to the school.  He then asked all Harrisburg High School students currently present to stand in a line.  He provided each student with a ticket, and from those tickets he pulled a second winner.  It just so happens that the winner is a member of Harrisburg Rotary's very own YCDT.

Jessica Malone, who is a private banker with Fulton Bank and Claymont Well Strategies, provided a mini-classification report.  Jessica, you said you were a little nervous, but don't worry, we don't bite.  She described her role at the bank as a dual role, focusing on both retail and investment.  She is the proud mother of two boys, 4 and 6, and enjoys balancing motherhood along with a professional career.

Barry Ramper announced that from this point forward the Harrisburg Rotary will be focusing and reciting the four way test at each meeting.

Dick Stewart introduced the featured guest, Jeffrey Piccola.  Jeffrey Piccola became a member of the House of Representatives in 1971, in 1995, assumed a seat in the Pennsylvania Senate, and has been reelected three times.
The focus of Senator Piccola's speech was on reform and his role in promoting reform within the Senate as the Chairman of the Pennsylvania Senate State Government Committee.  He stated that he believed that the most important change would be to the process by which a constitutional amendment may be achieved.  Currently, there are two possible ways of effectuating a constitutional amendment.  First, it must go through a lengthy process within the Pennsylvania Senate and House of Representatives and approved on and voted by the constituency.  Alternatively, the Pennsylvania Legislature may choose to convene a constitutional convention.  In this past session, there were three resolutions to call for a constitutional convention.  The first was a very limited call which would limit the discussion of a constitutional convention to Articles 3 and 4 only.  Second, sponsored by Representative Fulmer, advocated a wide open constitutional convention excluding only Article 1 from the convention discussions.  Finally, Senator Piccola himself proposed calling a constitutional convention addressing reforms. 

Senator Piccola also stated that another important issue on his agenda was the promotion of an initiative and referendum, which would permit the Pennsylvania taxpayers to petition to place a referendum on the ballot advocating for constitutional amendment with legislative change or reform. 

Currently, Senator Piccola is campaigning for reelection to the state Senate seat.
